Typically from what I've noticed, is that common items will usually have one to no sockets for runes. Rare weapons or armor and enhanced Witcher gear will have 1 to 2 sockets, magical weapons or armor and superior Witcher gear will have 2-3 sockets. And master crafted will have 3 sockets right out of the gate most times.
